We are known to be resilient people, but how much more can we bear?

With these information, it is important to look at public and private sector efforts to improve the conditions of those who are already vulnerable to disasters. Studies show that the poor have poorer coping capacities. And now, the government, without prior consultation, initiated a huge budget cut on the disaster fund. Do we tell them to live with it?
